Closing the cathedral – A step closer in Utrecht

imgIt appears that the process of secularising and selling the cathedral of the Archdiocese of Utrecht is no more option anymore, but soon to be reality. As reported by Hendro Munsterman in his regular newsletter, the parish council is in the second of an eight-step program that will result in the secularisation and then sale of the sole remaining medieval Catholic church in the city of Utrecht. This second step included informing the parishioners, which happened last weekend. Next up is a series of hearings for those parishioners which should then result in a proposal that will be sent to the archbishop. This proposal is a request for secularisation and the process in which that should place. The decision to secularise lies with the archbishop, even though it was initiated by the parish council.

Although a future use for the cathedral has not been confirmed by anyone, a rumour goes that there is already a contract ready for signing, under which the cathedral will be sold to the adjacent museum Catharijneconvent, which already owns the remainder of the old monastic complex of which the cathedral is a part, for a symbolic sum of 1 euro. A sale to the museum will assure the survival of the building’s interior and history.

In the meantime, parishioners and supporters across the archdiocese have signed a petition to prevent the secularisation and sale of the cathedral. Among the 1438 signatories are a number of priests. One, who wished to remain anonymous, said: “We have all been ordained in this church: we now feel what we inflict upon regular parishioners when we close the church in which they were married and where their children have been baptised.”

Whatever the decision, it is already triggering strong emotions, but the fact remains that the parish is taking these steps in order to stay financially afloat. Buildings, especially old ones, cost money, and if donations and other forms of support don’t cover the bill, such extreme measures become options.

While the cathedral of St. Catherine is not the first or only church considered for secularisation, it is unique in that it is a cathedral. Dioceses need cathedrals, so if St. Catherine’s is sold, the Archdiocese of Utrecht must find a new one. The most logical option would be the other church used by the cathedral parish: St Augustine’s, which is smaller and has been closed for renovation for the better part of two years. While possible, it would be almost inconceivable to move the cathedral outside the city of Utrecht, to a more central location in the archdiocese (the Archdiocese of Utrecht stretches from the Randstad metropolitan area to the German border, with the city of Utrecht situated almost on its western edge).

St. Catherine’s has been the cathedral of the Archdiocese of Utrecht since its reestablishment in 1853. The secularisation of cathedrals is rare, but not unheard of. In the 1970s it happened in the Diocese of Groningen-Leeuwarden, where the cathedral of St. Martin was secularised and subsequently demolished, and in 2001 the Diocese of Breda made the church of St. Anthony its cathedral (it had already been the cathedral for several decades in the 19th century). The previous cathedral, St. Michael, was demolished in 2007 and replaced with a new and smaller building.

To court: victim of abuse charges bishops and pope with being part of a criminal organisation

rechtbankAs the Catholic Church is gearing up for next month’s major summit on sexual abuse within her ranks, an interesting development in the Netherlands. A 74-year-old man, who was abused at the age of 13 while in seminary, is now charging the Catholic Church, the Dutch bishops and also the Pope with being part of a criminal organisation “with a goal of preventing or hindering the revelation of the abuse or the raping of minors”.

Mr. Theo Bruyns has already received financial damages for what he suffered, but says he is still chased by feelings of injustice, which is why he is now bringing criminal proceedings against the Church and her leaders. “They have discouraged, kept secret [the reporting of crimes], and organised it all. I have read all the documents and have seen how well this organisation functions. How they managed to hide and keep everything secret throughout the centuries”.

Professor Peter Tak of the University of Nijmegen, an internationally recognised expert in comparative criminal law, says that Mr. Bruyns has a difficult case, as the pope is not subject to Dutch law. “We do not automatically have the authority here to  try the Pope,” adding that he does not know if the pope, being a head of state, has diplomatic immunity. Bruyns’ lawyer, Jan Boone, is more certain:  “Trying the pope would be unique, but it is possible. It has been tried in America, but no decision has yet been made there.”

The Catholic Church in the Netherlands is keeping a low profile in commenting on this case, underlining that it regrets and condemns sexual abuse. “Mr Bruyns has the right to now follow this path through the means of legal action.” The Church will await the reaction of the public prosecutor “and will obviously cooperate fully.”

While the way the Dutch bishops’ reacted to the abuse crisis as it broke in the Netherlands over the past decades has been thorough and an example for other parts of society, it is clear that it has not been comprehensive when it comes to satisfying all victims. A financial compensation, which is also a recognition of the abuse suffered, clearly does not automatically alleviate feelings of injustice, as in the case of Mr. Bruyns. Perhaps it is good to learn that not all the harm and damage done by abusers can ever be remedied. Some scars will remain, which makes the whole sordid affair only that more painful.

Should this case succeed, it would have serious repercussions across the world. No serious court of law has accused bishops or pope, and I personally doubt if this will happen. There have been past attempts in the Netherlands at listing the Church as a criminal organisation, which have all failed. The Dutch criminal law code identifies a criminal organisation as “having the purpose of committing crimes”. A legal database offers further  factors, from past jurisprudence, stating that a criminal organisation must have “some degree of structure and organisation and must be lasting,” in addition to the aforementioned purpose of committing crimes. It seems that it must first be proven that the Catholic Church has that purpose, before any further conclusions can be drawn. I don’t see it happening.

2019: A look ahead

A new year, so a good time to look ahead to what 2019 may bring. The year will undoubtedly have its share of surprises, but there are always some things we can know for sure.

Among these is the inevitable progression of time, and thus the aging out of cardinals. In 2019, ten cardinals will celebrate their 80th birthday and so lose their right to participate in a conclave for the election of a new pope, as well as any duties they may have in the curia. The umber of cardinal-electors will drop from 124 to 114. Still a sufficient number, but Pope Francis has shown that he wants to keep the electors as close to their theoretical maximum of 120 (or over it, as the case is now), so a consistory may be in the books sometime towards the end of the year, or at the start of 2020.

Who may replace these cardinals among the electors is guesswork, as Pope Francis has never felt bound to pick his cardinals from the traditional places. Still, the list above could give some hints and we may assume that the Holy Father will choose cardinals for countries who no longer have any. That said, possible candidates could be Archbishop Marek Jedraszewski of Kraków, Archbishop Eamon Martin of Armagh and Archbishop Fridolin Ambongo Besungu of Kinshasa. Another source of new cardinals are the papal visits Pope Francis makes. He has made some of hosts cardinals in the past before. It may therefore be possible that we may see new cardinals from Panama, the Arabian peninsula, Morocco, Bulgaria, Macedonia, Romania (all confirmed visits), and perhaps Japan, Mozambique and Uganda (rumoured visits).

Closer to home, a number of dioceses will be looking forward to new bishops this year. In the Netherlands, the Diocese of Haarlem-Amsterdam has just received a coadjutor bishop, although the sitting ordinary, Bishop Jos Punt, expects to remain in office until his 75th birthday in 2021. Health permitting, of course.

luc van looy gent - bisdom genrt_0In Belgium, Bishop Luc Van Looy of Ghent (pictured at left) has already had his retirement accepted. At 77, he completed a two-year extension to his mandate last year. He is to remain in office until the appointment and installation of his successor. Namur’s Bishop Remy Vancottem is, at 75, also past retirement age, so the southeastern diocese may see a new bishop before the year is out as well.

In Germany, Bishop Konrad Zdarsa of Augsburg will turn 75 in June. Among the country’s auxiliary bishops, there is room in Freiburg im Breisgau where erstwhile auxiliary Bishop Michael Gerber was appointed to Fulda in December.

In the headline-making department, there is of course next month’s meeting of the heads of all the bishops’ conferences in Rome, to discuss a unified Church response to the abuse crisis. Among the participants will be Bishop Hans van den Hende for the Netherlands, Cardinal Jozef De Kesel for Belgium, Cardinal Reinhard Marx for Germany and Bishop Czeslaw Kozon for Scandinavia.

Currently gearing up in Panama, the World Youth Days will take place from 22 to 27 January. The first group of Dutch pilgrims have departed for the Central American country today, with more to follow. Among them will be Bishops Everard de Jong and Jan Hendriks. Bishop de Jong is again replacing Bishop Rob Mutsaerts, who has decided to stay at home as he is recovering from unplanned – and not further specified – surgery. Last year, Bishop Mutsaerts elected not to take part in the Synod assembly on youth and vocation in Rome. Bishop de Jong went in his stead.

cq5dam.thumbnail.cropped.750.422In October, the Synod of Bishops will gather again for a special assembly for the Pan-Amazonian region, to discuss the specific challenges for the Church there. The expectations are high, as many assume to what will be decided there, especially on the topic of married priests, will have global consequences. Participation in the special assembly is limited to bishops from the area, which means there is a minute Dutch link, at least when it comes to language, in the person of the bishop of Paramaribo, Msgr. Karel Choennie. Bishop Choennie is a member of the pre-synodal council preparing the special assembly in cooperation with Synod of Bishops’ general secretariat.

2019 will undoubtedly bring much to be discussed in (social) media, and there is still plenty being carried over from previous years. Keeping track of everything, let alone formulating thoughts and responses can sometimes be a challenge, but it’s probably a good idea to remember that not finding words or timely responses does not mean one does not care. There are many opinions, and many eloquent ones at that, to be found everywhere. And, perhaps more importantly, there are also answers to be found in the past. After all, what was true and good in the past remains true and good now. That is something to remember when we are confronted with questions and developments which seem to challenge our beliefs, understanding and even faith. We have a deposit of faith and exegesis to fall back on, and many of today’s questions and challenges are not new ones.

Succession assured – Haarlem-Amsterdam gets a coadjutor

The announcement had been long expected, but it was a surprise nonetheless, coming as it did just before year’s end, and only weeks after another new bishop’s installation (in a country as small as the Netherlands, a fairly rare event) in Roermond.

Last Monday morning, the pope’s birthday,, Bishop Jan Hendriks, auxiliary bishop and vicar general of the Diocese of Haarlem-Amsterdam, received a phone call from the nunciature in The Hague, informing him that he was appointed as bishop coadjutor of Haarlem-Amsterdam. With the nuncio, Archbishop Cavalli, being in Rome, a Wednesday meeting with the secretary, Msgr. Mendez, resulted in yesterday’s announcement. Bishop Hendriks suggests in his blog that the timing is due to other appointments – ‘s-Hertogenbosch in March of 2016, Groningen-Leeuwarden in April of 2017 and Roermond in October of this year. “It is clear that Rome – since everything is connected in a small country like the Netherlands – has wanted to wait for these appointments,” the bishop writes.

As coadjutor bishop, Msgr. Hendriks remains an auxiliary bishop, but is assured of becoming the new bishop of Haarlem-Amsterdam upon the retirement of Bishop Jos Punt, the current ordinary. His name had been whispered for other positions over the past years, but Haarlem-Amsterdam is the perfect fit for Bishop Hendriks, familiar as he is with the diocese. His appointment can be seen as a natural culmination of his previous ‘career’: from parish priest to seminary rector to auxiliary bishop and vicar general.

In a letter to the parishes Bishop Jos Punt explains that his request for a  coadjutor was made same time ago.

“I presented this request to the pope some time ago, after my second stroke. I have been carrying the final responsibility for our beautiful diocese for more than 20 years now. Much has happened in that time and I do my work with love, but I have been struggling with my health for several years. The appointment of Msgr. Hendriks as coadjutor gives me the opportunity to gradually transfer more managerial tasks to him, and also assures the continuity of management and policy. With his experience as rector, and the last few years as auxiliary bishop and vicar general, he knows the diocese like not other, and is widely respected.”

While no one can be sure when exactly Bishop Hendriks will succeed Bishop Punt, the latter suggests a tie frame in the aforementioned letter, saying “when my time comes, at most in two years time when I reach the age of 75, he will be the new bishop of our beloved Diocese of Haarlem-Amsterdam.” Given Bishop Punt’s health issues, an early retirement seems a distinct possibility, but it will likely take place no later than 10 January 2021, when Bishop Punt will turn 75, and it will probably be a quick succession at that. There is no need for the new bishop to be chosen after a retirement letter has been received in Rome, nor does he have to be consecrated, as he is already a bishop. And his installation can be planned ahead of time.

Coadjutor bishops are fairly rare in the Netherlands. There have been 11 in the past century, with the most recent being Bishop Hans van den Hende, who was coadjutor of Breda in 2006 and 2007. Haarlem-Amsterdam had one in 1983 (Bishop Hendrik Bomers, who succeeded Bishop Zwartkruis after a mere two days as coadjutor bishop) and from 1958 to 1960 (Bishop van Dodewaard).

Bishop Hendriks continues his duties as auxiliary bishop and vicar general in the diocese, and also serves as consultor to the Congregation for the Clergy and as a judge in the Supreme Tribunal of the Apostolic Signatura, both in Rome.

Bishop Jos Punt has served as Bishop of Haarlem-Amsterdam since 2001. Before that he had been the apostolic administrator from 1998 to 2011 and auxiliary bishop since 1995. He has also been the apostolic administrator of the Military Ordinariate of the Netherlands since 1995.

Head of the Dutch bishops meets the Pope – some speculations about how the Church fights abuse

Although no details have emerged about yesterday’s private audience of Bishop Hans van den Hende and Dr. Wim Deetman with Pope Francis, the mere names of the participants make it virtually impossible to not conclude that the abuse crisis must have been at the heart of the encounter.

DSC_2699_31481e79b67ab70c5ca711c62299f166Bishop van den Hende (at right) is the bishop of Rotterdam and the president of the Dutch Bishops’ Conference and, as such, will take part in February’s meeting in Rome with all the heads of the world’s bishops’ conference to discuss the abuse crisis and formulate a unified response. Dr. Deetman, former education minister and mayor of The Hague, headed the investigation into historical sexual abuse within the Catholic Church on behalf of the bishops and the Conference of Dutch Religious.

A recent study by the Dutch Broadcast Foundation (NOS) reveals that, in the seen years since the publication of the Deetman Commission’s conclusions, there have been 103 background checks on priests who were under consideration of being transferred or appointed in one of the Dutch dioceses. In one case a bishop blocked such a transfer or appointment because of past abuse claims against the priest involved. Similarly, a further 46 claims of “unacceptable behaviour” have been made since 2015, eight of which involved sexually unacceptable behaviour committed after the publication of the Deetman report. These all involved adults, not minors, and three of the claims are still under investigation. Two of the claims involve an unnamed religious movement which does not fall under the authority of a bishop and is also not a member of the Conference of Dutch Religious. An unidentified auxiliary bishop has informed the Vatican and the police about the movement and the claims against them, as well as his own bishop, who is keeping an eye on the developing situation.

Also interesting in light of the private audience is a letter sent to the participants in the meeting on “The Protection of Minors in the Church”, scheduled to take place from 21 to 24 February. The letter, issued by the organising committee consisting of Cardinals Cupich and Gracias, Archbishop Scicluna and Father Zollner, emphasised that “Absent a comprehensive and communal response, not only will we fail to bring healing to victim survivors, but the very credibility of the Church to carry on the mission of Christ will be in jeopardy throughout the world.” The authors urge the Conference presidents to reach out to and meet with victims before the meeting, something which the Dutch bishops, as well as bishops from other countries, have been doing over the last few years. In other countries, however, this is something new.* The letter concludes: “[E]ach of us needs to own this challenge, coming together in solidarity, humility, and penitence to repair the damage done, sharing a common commitment to transparency, and holding everyone in the Church accountable.”

As said, it will probably remain unknown what Bishop van den Hende and Dr. Deetman discussed with the Pope, unless one of them chooses to reveal something, but if the abuse crisis was discussed, perhaps the actions of the Dutch bishops, which can be an example of correct policies, not just for the Church, but for society as a whole, will influence the preparations of the February meeting in a constructive and positive way.

* A recent development from the Archdiocese of Cologne comes to mind, where a priest from Cameroon had been working among the French-speaking faithful. This despite the fact that he had been laicised in his home diocese. However, for his work abroad, his bishop is said to have issued letters confirming his good standing… The exact details remain unclear. The laicisation is aid to have taken place in 2013, and there is talk of an emeritus bishop of the Archdiocese of Bertoua having provided credentials to the former priest. The only living emeritus archbishop of that see is Belgian-born Roger Pirenne, who retired in 2009. Why credentials were seemingly issued by a retired bishop, instead of current Archbishop Joseph Atanga, remains unclear. It is clear, however, that the abuse issues is not yet being taken seriously in all parts of the world. Let’s hope that the February meeting can do something to change that.

Cardinal Müller in the Netherlands – On forced retirement (of sorts), the Church’s response to secularism and criticising the Pope

“I am now simply a cardinal without a specific assignment. That is somewhat unusual. Bishops normally remain active until they are 75. The Pope apparently has better advisors than me at his disposal. As priest, bishop and cardinal I can keep serving the Church as usual. I give lectures and write books.”

Words from Cardinal Gerhard Müller in a recent interview for Dutch newspaper Trouw. The 70-year-old German prelate has been Prefect emeritus of the Congregation for the Doctrine of the Faith for almost 18 months now, but still looks with mild amazement at his letting go as the head of the premier Curia dicastery. He assumes that some of the pope’s “so-called friends” made him believe certain things, which let to his early retirement. Perhaps, the cardinal, wonders, his “attempts at interpreting the document Amoris laetitia in an orthodox way was not well received either”.

But Cardinal Müller is not a bitter man.

“My sense of self-worth and my identity do not depend on an office in the Church. I have achieved a few things theologically. Forty students received their doctorates with me. In total, 120 students graduated under me. I have written books. I don’t think that is all insignificant.”

CRK-dag_2018_Katholiek_Nieuwsblad_Jan_Peeters08Early last week, Cardinal Müller was in the Netherlands to speak at a congress about recently canonised Pope Paul VI and Vatican II. Katholiek Nieuwsblad (which, as an aside, has recently been expanding its media work abroad, providing translated articles to Crux) has published excerpts from the cardinal’s comments. One snippet, which was shared on social media, was taken by some as a critique on Pope Francis’ focus on certain issues. Reality is a but more nuanced, although Cardinal Müller, in the aforementioned Trouw interview, did not shy away from such criticism.

At the conference, organised in ‘s-Hertogenbosch by the CRK (Contact Rooms Katholieken), Cardinal Müller said:

“We can not make the mistake that, as the world becomes more secular, we only provide such answers. The Church is not just important because of her answers to social and environmental problems. Those are secondary matters. The first and foremost task of the Church is to bring people to God. He who is with God can contribute to the development of society from there. We can not replace the Church of Jesus Christ, the sacraments, with a social organisation.

And later:

“We can not make the mistake of responding to the secularisation  of the world with a secularisation of the Church. The Church must be a visible sign of a higher reality, and bear witness that man has a higher calling, to see God amidst the community of saints. That is the greatest calling of man.”

Returning to the issue of criticism, in the Trouw interview reporter Stijn Fens asked Cardinal Müller about the accusation, from among others Cardinal Wim Eijk, that the pope is causing confusion by refusing to offer clarity in the case of Communion for divorced and remarried faithful. Cardinal Müller answered:

“Yes, there is a great confusion in the Church at this time. The reason is that the relationship between the doctrine of the Church and the pastoral care for people in difficult situations is not clear. You can’t accompany and help faithful when you start from the wrong basis. We all know that there are people who are in a bad marriage through no fault of their own.

You see, a priest is like a doctor who cares for souls in the name of Jesus Christ. But a good doctor can only offer help when he prescribes the correct medication. You can’t comfort a patient and say, “Listen, you have broken a bone, so I’ll slap a band-aid on it.” You must use the right medication. That means, then, that a priest must explain doctrine in a clear way, whether people accept it or not.

What happens now is that those who are out to “improve” Catholic doctrine and partly falsify it, are not being disciplined. While others, who are clearly loyal to the Word of Christ, are being disregarded as “rigid” and “Pharisaic”. Is that a way to lead a Church?”

Whatever one may think of Pope Francis and his actions – and I do not consider myself to be among his detractors – it is hard to deny that the confusion described by Cardinal Müller – and others with him – exists. But, I wonder, is it up to the Pope alone to resolve this? Of course, when people are confused by his statements, it is not unreasonable to ask for clarification. But, as Cardinal Müller has asserted in the past, we must read papal statements in continuity with the teachings that came before. In that respect, it becomes an obligation to read them in an orthodox way, as the cardinal has tried with Amoris laetitia. Past doctrine does not suddenly become invalid just because the pope who promulgated it is no longer alive. So when we are faced with questions regarding communion, divorce, marriage or whatever matter of doctrine or pastoral care we like, we do ourselves and the persons involved a disservice if we look no further than one document or statement. The Code of Canon law, the social teachings of the Church, even, dare I say it, the Gospels (to name but a few sources) offer clarity and explanations and indications on how to interpret what we may not understand immediately. That is a duty for all Catholics, not just the Pope. 

In a more lengthy interview that was published in the printed version of Katholiek Nieuwsblad on Friday, Cardinal Müller also shared some thoughts about the Netherlands and the state of the Church there. Asked about the reasons for the extreme and rapid secularisation here, he said:

“The Netherlands is one of the countries which has understood the Council as a sort of liberalisation or secularisation of the Church. But in reality the Council had a further Christianisation of society as its goal.”

But hope always remains:

“There may still be a new flourishing. We must pray for it and bear good witness. I hope and pray that a new spring for the Church may perhaps begin in the Netherlands.”

In Roermond, an experienced native son takes the seat

After a ten-month vacancy (another fairly lengthy one, which unavoidably gave rise to theories of episcopal disagreements reaching as far as the Vatican itself), the Diocese of Roermond has a bishop again. Stepping into the shoes  of Frans Wiertz, who led the diocese for 24 years is Father Harrie Smeets, 57, until now the dean of Venray.

BisdomRoermondLocatieThe Diocese of Roermond coincides with the province of Limburg and is located in the south-east of the Netherlands, wedged in between Belgium and Germany, bordering the Dutch (arch)dioceses of ‘s-Hertogenbosch and Utrecht, Hasselt and Liège in Belgium and Aachen and Münster in Germany. It shares much of its history with its neighbours, as it was first established in 1559 from territories belonging to Cologne and Liège. It was suppressed under Napoleon and re-established in 1840, again from Cologne and Liège. it has been a full diocese since 1853. The  Catholic history, however, goes far further back, as the diocese also includes the city of Maastricht, which was the seat of a diocese as far back as 530.

The new bishop will be assisted in his work by the longest-seated auxiliary bishop in the Netehrlands, Msgr. Everard de Jong currently in Rome to participate in the Synod of Bishops.

Bishop-elect Smeets will be the tenth bishop of Roermond since 1853. He has served as area dean of Venray, tbe northernmost of Roermond’s thirteen deaneries, since 2004. He has been a priest for more than 25 years and a member of the cathedral chapter since 2015. As such played a part in his own appointment, although one may wonder if the office of bishops is something that any good priest willingly seeks. Until 2011, Bishop-elect Smeets offered televised Masses, which were broadcast on national television live, 14 times. Leo Fijen, TV presenter and head of religious/spiritual programming for broadcaster KRO/NCRV, knows Fr. Smeets well and describes him thus:

“A priest from Limburg, a man of these times, a teacher who speaks the language of the young, a manager willing to make decisions, but also a man seeking God and doing what this pope considers important: opening the doors of the church and seeking out Christ in the neighbours outside the church.”

The exact time and date of Bishop Smeets’ consecration remains to be announced.

“Not the right time” – +Mutsaerts stays at home

Less than a week after his participation in the Synod of Bishops assembly on youth and vocation was confirmed by the Holy See, Bishop Rob Mutsaerts announces that he will not go. The auxiliary bishop of ‘s-Hertogenbosch was the first choice of the bishops’ conference to take part in the three-week meeting in Rome as their delegate. As the brief statement from the bishops states:

“[Bishop Mutsaerts] informed Pope Francis that he does not think it is the right time to hold a synod on youth, considering the studies and the news about sexual abuse which came out in, among other places, America. He therefore chooses not to take part.”

The Dutch Bishops’ Conference respects the choice, but also states that the Synod is “a chance and an opportunity to address this in the context of the topic and discuss it with bishops from all countries of the world.”

The inability or – in this case – unwillingness of a chosen delegate to take part in the Synod has been foreseen in the preparations. In addition to one or more delegates, every bishops’ conference also chooses one or more substitutes to take over from a delegate if the need arises. The Dutch bishops have appointed Bishop Everard de Jong as subsistute for Bishop Mutsaerts, and the auxiliary bishop of Roermond will now travel to Rome instead.

In 2012 he participated in the Synod Assembly on the new evangelisation (first from left in the picture at right), where he emphasised the importance of the role of the Holy Spirit, proper spiritual formation and a courageous pro-life attitude

New wave of abuse in the Church in the Netherlands? Not quite, but the need for vigilance remains

New revelations about sexual abuse, with the knowledge of a significant number of bishops no less, in the Catholic Church in the Netherlands? If certain headlines are to be believed, that is indeed the case. Reality, however, disagrees somewhat.

In it, reporter Joep Dohmen lists which bishops were in some way involved (peripherally or directly) in abuse cases between 18945 and 2010. At the bottom of his article he lists his sources, two of which are the report of the Deetman Commission and the commission collecting claims of abuse in the Church. Both are the result of the independent investigation which was commissioned by the Dutch Bishops’ Conference and the Conference of Dutch Religious in 2010. The third source is a study by NRC itself.

This, together with the dates mentioned, already shows that the news is not new. The majority of cases took place decades ago, and the 20 bishops listed by Mr. Dohmen are all no longer active (in fact, 14 of them are deceased). All of the cases mentioned have been known at least since 2011.

Having all the facts straight can only be good, and the article in NRC at least serves as a good reminder for the Church to keep working for the victims and to do everything to prevent future abuse of minors and vulnerable adults in the Church, and to see that the perpetrators are punished, if at all possible (after all, the law can do little against deceased persons, and is in many cases often limited by the statute of limitations). However, the NRC article has been labelled by some as populist. This in part because some of the facts presented are not necessarily the whole story. For example, the accusations against Bishop Jo Gijsen (bishop of Roermond from 1972 to 1993) have been challenged in court, with the judge determining that the evidence against the bishop was accepted all too readily and does not hold up in a court of law, and there are cases in which a bishop accepted the appointment of a bishop from another diocese without having been informed about his background.

That said, all of the above does not take anything away from the serious nature of sexual abuse, be it in the Church or elsewhere. No longer does any bishop have the excuse of claiming he couldn’t have known, or resort to simply transferring an abusive priest. Any bishop caught doing that should rightly be charged with aiding an abuser, and be punished accordingly.

However, this is the luxury of hindsight. As former spokesman of the bishops’ conference Jan-Willem Wits states in his excellent commentary on the article, such was the simple and painful reality:

“What I personally do not believe, and yet somehow read in the NRC pieces, is that bishops were a sort of leaders of a virtual criminal organisation which consciously closed its eyes to priests who could not control themselves. Of course the fear of a damaged reputation will have played its part, but I have seen a lot of shame and a lot of naivety. Especially the transferring of priests with abuse in their genes has, in hindsight, been unbelievably stupid and actually unforgivable. Now we know that the chance of recidivism is so very great that, even with therapy, let along after apologies and confession, it is only a matter of time for the bomb to blow.”

Hindsight is 20/20, they say. No one can change the past. But it can – and must – be a lesson. Lets hope that the lesson is being received.

In deep shame, remembering what is good – Bishop de Korte urges “joyful faith” in “days of crisis”

downloadFollowing his earlier comments on the latest revelations about past abuse in the Catholic Church, and in light of the impact this has had on Catholics, also in the Netherlands, Bishop Gerard de Korte has written a letter to the faithful of his diocese. But its message is just as pertinent for Catholics in other dioceses and even other countries.

Without wanting to diminish the suffering of the victims – the bishop describes how he has personally been in touch with a number of them – the letter reminds the reader of what is being done today to fight abuse, despite the failures of the past, and asks to remember of the good the Church still offers. It is good to remember, in my opinion, that there is no distinction between ‘the Church’ and the faithful in the pews. They – we – are the Church, and Bishop de Korte’s letter must be read in that light, so that it does not become a bishop’s call to not leave him and his priests, but an invitation to work together as God’s Church in the world.

“Brothers and sisters,

In the past weeks our Church has frequently been negatively in the news. There was the news about sexual abuse of minors in the United States. And on the highest level of our Church our good pope is accused of not having responded adequately to signs of abuse.

Altogether, the recent news reports are for many cause for pain and sadness. Several victims of sexual abuse who have I have spoken with in the past, have contacted me and told me that their pain is resurfacing because of the news. More than a few faithful in the parish are experiencing sadness with so many negative reports.

In recent history, religious, priests and bishops have been unfaithful to their vocation. They have committed crimes and seriously damaged the lives of people. Their behaviour did not bring people to God, but, in many cases, tested or even extinguished the faith in the hearts of people. This is a reason for deep shame.

In the Netherlands, the sexual abuse of minors was revealed in 2010. From that moment on, the Dutch bishops have been intensively involved in ding justice to the victims of the abuse. They have done their utmost, and will continue to do so, to purify and renew the Church.

All the recommendations of the Deetman commission, which investigated the sexual abuse of minors in our Church, have been followed. A great number of measures have been taken recognise victims and, at the same time, to prevent new victims being made. Of course, constant vigilance is needed, but I am strongly convinced that our Church in the Netherlands is a safer place than it was in the past, especially also for children and young people.

In these days of crisis our bond with the Church is being tested. May I ask you, especially now that it is difficult, to remain faithful? Now that we are going through an exceptionally difficult time for the Church, no one can be missed.

There are countless good things happening in the faith communities of our parishes. Things that can give us courage and hope. I think of celebrating God’s love together, as made visible in Jesus Christ. I’ll also mention all kinds of activities in the fields of communicating the faith and catechesis. And in the last place I gladly emphasise all sorts of charity and other forms of service, within and without the parishes. I think not only of the care for the elderly and the lonely, but also of efforts towards peace, justice and the maintenance of God’s creation.

The Church of our country and most especially of our own Diocese of ‘s-Hertogenbosch only has a future if many take the faith of their baptism seriously.

In these dark days, let us stay close to Christ and His Gospel, also by being close to all who are struggling. In these times we need Catholics who, despite everything, live their faith joyfully.

Thank you to all the faithful, priests, deacons, pastoral workers and all other baptised who form their faith in loyal perseverance.

Let us, inspired by the Holy Spirit, make our friendship with Christ visible in today’s world.
