Caught between two fires – The trials of Cardinal Marx

marx-XHe is probably the most powerful and most criticised European cardinal at the moment. As president of the German Bishops’ Conference, member of the Council of Cardinals assisting Pope Francis in his reforms of the Curia, head of one of the largest archdioceses in Europe, and former vice-president and president of COMECE (the Commission of the Bishops’ Conferences of the European Community), 65-year-old Cardinal Reinhard Marx is no stranger to media attention, headlines and the accompanying support and criticism that comes with it.

He is also, like all public figures, the target of plenty of calls for action, suggestions of which direction he should take the Church (or his part of it) in by leading by example and changing what he can (even if that power is sometimes exaggerated by those who address him). At this moment, the cardinal’s theoretical desk is occupied by two such calls: one, an appeal from eight theologians urging him to make all those old liberal chestnuts a reality: abolish mandatory celibacy, allowing women to become priests, a change in how the Church relates to homosexuality and a limit to her power. Another appeal, issued several weeks ago, comes from a group of priests from the Archdiocese of Paderborn (where Cardinal Marx was an auxiliary bishop from 1996 to 2001) takes a completely different direction: it, rather harshly, calls for the cardinal to return to the faith of the Catholic Church and the sacraments, which, they claim, he has been abusing for his own personal and political neo-Marxist ends.

So, if the theologians and the Paderborn priests are to be understood, here we have a cardinal who is a neo-Marxist using the sacraments and the faith as social and political tools, and at the same time upholding the traditions and teachings of that same Church… I guess he can’t win, really. Of course, it is somewhat misleading to equate these appeals too much. The first is a consequence of the abuse crisis in which the Church in Germany is equally embroiled, and which it is currently addressing, following a report detailing what took place in the past decades. The second was triggered by Cardinal Marx’s social activity, which is inspired by his faith and duties in the Catholic Church, and which have led to him being considered a leftist, even Marxist, activist too much influenced by the spirit of the times. That said, this accusation comes from people who, too often, automatically mistrust that spirit.

Like Pope Francis, Cardinal Marx seems more concerned with the practicalities of daily life and how the Church should respond and act in the situation of tragedy and triumph of everyday life. The teachings of the Church, her sacraments, her doctrine, seem to disappear from the spotlight sometimes, but it would be an untruth to claim they are therefore absent.

Paderborn seminary opens doors for homosexual candidates, but maintains celibacy rule for all

priesterseminar-logokomplett@2xThe German Archdiocese of Paderborn will soon allow homosexual men to enter their priestly formation program. Seminary head Msgr. Michael Menke-Peitzmeyer said so before national broadcaster WDR. Like heterosexual seminarians, they will be bound to celibacy. “A person being clearly homosexually active,” the theologian, who has led the seminary since 2013, explained, “I think, would be a criterium to exclude him from priestly ministry.” Msgr. Menke-Peitzmeyer further stated that the difference between orientation and practice must be discerned.

In other words, homosexual men must be treated no different than heterosexual men when coming to knock on the door of the seminary, Both are bound to live celibate lives, and both will receive psychological support during their formation regarding their personal attitudes and sexual orientation, as already happens now.

The Paderborn decision seems to be a departure from a 2005 Instruction from the Congregation for Catholic Education, which was cited in the new Ratio Fundamentalis Institutionis Sacerdotalis, issued in 2016. The 2005 document states:

[T]his Dicastery […] believes it necessary to state clearly that the Church, while profoundly respecting the persons in question, cannot admit to the seminary or to holy orders those who practise homosexuality, present deep-seated homosexual tendencies or support the so-called “gay culture”.

Such persons, in fact, find themselves in a situation that gravely hinders them from relating correctly to men and women. One must in no way overlook the negative consequences that can derive from the ordination of persons with deep-seated homosexual tendencies.” [N. 2]

Homosexual practice and support for the so-called “gay culture”, which is at odds with the Catholic teachings regarding sexuality, marriage and family, continue to be reasons for the Paderborn seminary to deny candidates, but “deep-seated homosexual tendencies” are another matter. And these, I imagine, are also the most difficult to identify or even define. What are they? Can they be limited to the mere fact of same-sex attraction, or should we understand them as urges which can’t be contained by the celibacy rule? If the latter, the Instruction is understandable.

bodarThe question is further muddled by the fact that the Church already has openly homosexual priests. The best-known example in the Netherlands is Fr. Antoine Bodar (at right), who has been highly critical of the trend that makes homosexual actions the worst sin imaginable, but equally critical of the secular tendency of making every gesture of kindness and affection homosexual. By the 2005 Instruction, Fr. Bodar should never have been allowed to become a priest. And it’s not as if he kept his orientation a secret.

The decision of the Paderborn seminary is, in my opinion, a good one, IF (and I capitalise that with reason) it maintains the clear Catholic teachings regarding sexuality, celibacy and priesthood, coupled with a thorough examination of prospective candidates. If it does, there is no reason for the bishop to refuse a seminarian only because he is homosexual.

New deacons, and a few priests, for northwestern Europe [Updated 9 May]

The past few weeks have again seen a number of ordinations of new deacons and priests in the dioceses of northwestern Europe. 24 of them, in 13 (arch)dioceses, to be exact. In total, the area in question (the countries of Germany, the Netherlands, the Flemish part of Belgium, Luxembourg, Denmark, Sweden, Norway and Iceland) is covered by 46 dioceses or similar circumscriptions, which means that 33 of them had no deacons (permanent or transitional) or priests to ordain on or around Vocations Sunday.

Of the newly ordained, 6 are permanent deacons, 14 are transitional deacons and 4 are priests. At the time of writing, all but one ordination have already taking place: only Utrecht’s Deacon Ronald den Hartog’s ordination is yet to take place, on 21 May.

While most new deacons and priests are natives of the dioceses in question, several have come from abroad. Fr. Ettien N’Guessan, ordained on 30 April in Ypres, Diocese of Bruges, comes from Côte D’Ivoire and ended up in Belgium after deciding that there was a need for priests there. Originally, he had come to study the language for a year.

Deacon Emanuele Cimbaro is an Italian member of the Neocatechumenal Way, while Deacons Lukasz Puchala and Wojciech Gofryk are both Polish.

He came to the Archdiocese of Utrecht as one of four religious, wanting to do something in return for the Dutch missionaries who had come to Colombia in the past. His three fellow religious returned home over the years, but Deacon Meneses Santiago decided to stay. He says: “That was not an easy choice. But I wanted to remain true to my calling. And I am happy. The Netherlands have stolen my heart and I feel at home here. My vocation is God’s initiative, I am here for a reason. I will continue this mission that God has entrusted me with.”

Edit: This post has drawn a lot of attention, which is fine. But it is perhaps good to remember that, while I do mention that a fair number of dioceses have had no ordinations in recent weeks, this does by no means mean that they will have none this year at all. Although the weeks around Vocations Sunday traditionally feature many ordinations, especially to the diaconate, there is no rule that these can’t take place at other moments in the year. The list I present here is therefore no complete list, and dioceses may announce ordinations to take place in the coming weeks and months.

With this blog post, I wanted to offer some reflection of the new priests and deacons being ordained, and although the priest shortage is real and a matter of concern, that is not what my blog post is about.

Also, the 14 transitional deacons in my list will be ordained to the priesthood later this year, joining the four priests already ordained, and those who will be ordained at other moments this year.

All seats filled as Mainz gets its new bishop

teaser-lebenslaufAlmost a year after the retirement of Cardinal Karl Lehmann, all the dioceses of Germany have a bishop at the helm again – a situation that has not existed for several years. Succeeding the cardinal who led the Diocese of Mainz for 33 years is Father Peter Kohlgraf.

A priest of the Archdiocese of Cologne, Bishop-elect Kohlgraf has already been active in Mainz since 2012. He has been working as professor of pastoral theology at the Katholischen Hochschule in that city, and assistant priest in Wörrstadt, south of Mainz. Fr. Kohlgraf is a graduate of the Universities of Bonn and Münster, and has experience in pastoral care in the parish and for students as well as education.

The date for the bishop’s consecration is yet be announced, as is the identity of the consecrating bishops, but it would be surprising indeed of Cardinal Lehmann would decline the honour.

With the appointment of Fr. Kohlgraf, Cologne once again shows itself to be one of the ‘bishop factories’ of Germany. Six of the 27 ordinaries in Germany hail from the archdiocese on the Rhine. Other such bishop factories are Paderborn with five ordinaries originating from there and Trier with four. All three dioceses are among the oldest in Germany and located in the central part of western Germany, to the west and north of Mainz.

In an interview for Katholisch.de, the new bishop of Mainz touched on some of the more sensitive topics in an dbeyond the church in Germany. Asked about the trend of merging parishes to create what the interviewer calls XXL parishes, as an answer to the shortage of priests, and if he has any alternatives, Fr. Kohlgraf responds:

“I think there is no standard solution here, either. In the Catholic Church we are faced with the tension that we rightly say that the celebration of the Eucharist is source and summit of the life of the Church. That means that, on Sundays, the Eucharist is the central celebration from which the Church and the community draw life. The question is then, of course, how Catholic life should function in small communities. I myself live in a small village in Rhenish Hesse, in a Catholic diaspora situation. That is this tension in which we exist. We should not merely think centralistic, but must also consider how Church life can function in each location. People must be motivated to live out their being Christian.”

Bishop-elect Kohlgraf’s thoughts here are comparable to those of, to name one, Bishop Gerard de Korte in the Netherlands.

As an academic, the bishop elect has followed the discourse about the priest shortage and possible solutions and especially the idea to ordain married men, the so-called viri probati. On this, he says:

“It should be proven if this really solves our problems. I am not so certain about that. I don’t want to look at this from ideological, philosophical or theological perspectives. But it is not without reason that the priestly vocation has always been an academic calling with a full study program. That has meaning. I think that we must remain able to speak theologically in modern society. That quality will play an increasingly greater part. That does not mean that there are not also highly qualified men among the so-called viri probati. But we must look at how a part-time formation would work in addition to holding a job. There are many questions which are not yet answered. I do not currently see a solution for it.”

It sounds as if Bishop-elect Kohlgraf is not opposed to detaching the priesthood from a mandatory vow of celibacy, but his uncertainty has to do with the practicality of it all, especially the years of study and formation. There are, however, places where part-time formation is practiced, albeit for the permanent diaconate, for example in Bovendonk, in the Dutch Diocese of Breda. Here, men study part-time next to their fulltime job, with the exception of the final years, in which they work fulltime in a parish.

Downsizing – Pope Francis announces his first Curia merger

Since virtually the start of his pontificate, Pope Francis has been expected to start reforming the Curia by eliminating and merging dicasteries. Until now he has created a few new ones (the Pontifical Commission for the Protection of Minors and the Secretariat for Communications, to name two), which has increased rather than decreased the size of the Curia. This week, however, comes the first announcement of a merger.

The Pontifical Councils for the Laity and the Family, as well as the Academy for Life, are to form a single dicastery for Laity and Family. What form and status this will take (a new Pontifical Council or, as I suspect, a Congregation) remains to be seen, as does the personnel assigned to them. The Academy for Life would seem to be remain as it exists now, but under the auspices of the new dicastery.

clemensThe Pontifical Council for the Laity is currently led by Cardinal Stanislaw Rylko, with Bishop Josef Clemens (pictured) as secretary. At 70 and 68 respectively, neither of these are about to retire, so if they do not remain in the dicastery, new appointments will have to be sought for them. Bishop Clemens is especially interesting, as the choice may be made to send him home to a diocese in Germany. At 68, he would be a transitional bishop, which would not go down well in the eastern German dioceses (of which Dresden-Meißen is vacant), where bishops have criticised the apparent use of the eastern dioceses as a “railway shunting yard for bishops”. Originally from the Archdiocese of Paderborn, Bishop Clemens has been working in Rome for the past three decades, so if he is the suitable candidate for a new assignment in his native country, where Limburg also remains vacant and Aachen will soon be, remains to be seen.

pagliaThe Pontifical Council for the Family is led by Archbishop Vincenzo Paglia (pictured) as president and Bishop Jean Laffitte as secretary. Archbishop Paglia, although recently investigated and acquitted of financial mismanagement when he was bishop of Terni-Narni-Amelia, is also the organiser of the recent World Meeting of Families in Philadelphia, which, to all appearances, was a great success. At 70, he is also still 5 years away from retirement. Bishop Laffitte, 63, was recently appointed prelate of the Order of Malta in addition to his duties in the Pontifical Council. A Rome veteran like Bishop Clemens, it remains to be seen of a return to his native France, where Saint-Etienne is vacant and four ordinaries are close to retirement, is in any way likely.

If the new dicastery is a congregation, it will need a prefect and one or more secretaries, if a pontifical council there will be a president and one or more secretaries. Pope Francis may choose to appoint someone with experience to start up the new dicastery, which means Cardinal Rylko and Archbishop Paglia are good options. As both are five years away from retirement, they would be suitable to lead a transition and start-up phase. In the end, we’ll have to wait until December to find out what the Holy Father chooses to do.

The streamlining of the Curia may, as the rumours have it, continue with a merger of the Pontifical Councils for Justice and Peace and Pastoral of Migrants and Itinerant People sometime in the future.

Harvest of bishops continues in Rome’s summer.

It is summer, but you wouldn’t know it from the Congregation for Bishops, which continues churning out new bishops on a daily basis. In recent weeks we saw two appointments and a retirement in Germany:

bentzIn the Diocese of Mainz, Pope Francis has appointed Fr. Udo Bentz as auxiliary bishop. He succeeds Bishop Ulrich Neymeyr, who went to Erfurt in September.

Born in Rülzheim in 1967, the new bishop was ordained by Cardinal Lehmann in 1995, after completing his theology studies in Mainz and Innsbruck. He was subsequently subsequently assigned to the parish in Worms, and in 1998 he became Cardinal Lehmann’s personal secretary. In 2002 he began studying for his doctorate in dogmatics in Freiburg, which he combined with parish work. In 2007 he took over as head of the diocesan seminary. After his consecration, he will continue as such until further notice. Until 2017, he also heads the conference of seminary directors in Germany.

Judging from an interview from 2013, Bishop-elect Bentz is a man in the mold of Pope Francis:

“Faith is also and always socially and politically relevant. The Christian is a witness. And he contributes to shape of society, based on the conviction of the Gospel. In this context a priest also has a special responsibility. This aspect should not be denied. Mere ‘piety’ is not enough. One must learn to be aware of the social and political processes, to be able to critically distinguish and evaluate against the background of the Gospel”.

Bishop-elect Bentz’s has been given the titular see of Sita in modern Algeria. His consecration is set for 13 September.

dominicus-meier-osb-webOn the same day, the Archdiocese of Paderborn announced the appointment of Fr. Dominicus Meier as its new auxiliary bishop. He succeeds Bishop Manfred Grothe, whose retirement was also announced on the same day. More on him below.

Bishop-elect Meier has served the archdiocese between 1992 and 2001 as Defender of the Bond, and since 2013 as chief judge of the archdiocese. He is a Benedictine, having made his profession in 1982 at the Abbey of Königsmünster in Meschede. Born Michael, he took the name Dominicus. Between 2001 and 2013 he was the abbot of that community.

The new auxiliary bishop was born in 1959 in Lennestadt-Grevenbrück and after his profession he studied in Würzburg, Münster and Salzburg. In 1991 he became a diocesan judge in the latter archdiocese, frther completing his studies in canon law. Since 2002 he is a professor of canon law at the theological-philosophical Hochschule in Vallendar near Koblenz.

Bishop-elect Meier has been a priest since 1983 and will be consecrated as bishop on 27 September. He has been given the titular see of Castro di Sardegna.

Grothe_webAs mentioned above, Bishop Manfred Grothe retires as auxiliary bishop of Paderborn, but continues in his other office: that of Apostolic Administrator of Limburg. it is likely that that situation will continue until Limburg has a new bishop.

Bishop Grothe was auxiliary bishop of Paderborn from 2004 to 2015, and was presented with the task of putting the Diocese of Limburg back in order after the financial crisis that followed the extreme expenses on the diocesan offices and private residence of Bishop Tebartz-van Elst, who resigned in 2014. How long he will continue with that job is a guess. His retirement as auxiliary bishop should perhaps not be seen as related to Limburg, as Bishop Grothe turned 76 in April and was therefore due for retirement on the basis of his age.

Currently, there remain two vacant dioceses in Germany: the aforementioned Limburg, and Dresden-Meißen, who’s bishop, Heiner Koch, will be installed as Archbishop of Berlin on 19 September. Close to retirement continue to be Cardinal Karl Lehmann of Mainz (he turned 79 in May) and Bishop Heinrich Mussinghoff of Aachen (he will turn 75 in October).

Pentecost – new priests in Germany, Belgium and the Netherlands

ordinationIn the time during and following Pentecost, the dioceses in Northwestern Europe generally get new priests, as seminarians are ordained during this time in which the Church remembers and celebrates the Holy Spirit’s descent upon the Apostles and His continuing work in the Church today.

The ordinations are spread out across the entire month of June, with the first batch having taken place last weekend. On 6 June, Bishop Franz-Josef Overbeck ordained Fathers Marius Schmitz (30) and Christoph Werecki (28) for the Diocese of Essen, and on Sunday the 7th the vast majority followed, with 5 new priests in Aachen, 4 in Berlin, 1 in Dresden-Meiβen, 1 in Erfurt, 3 in Hamburg, 2 in Münster, 2 in Osnabrück, 5 in Paderborn and also 5 in Würzburg. Additionally, 6 transitional deacons were ordained in München und Freising, as well as 2 permanent deacons in Trier.

On Monday the 9th, the first of a number of ordinations in the Netherlands took place, of Father Ton Jongstra in ‘s Hertogenbosch. He was ordained for the Focolare movement. On Saturday, 14 June, 2 new priests will be ordained for Haarlem-Amsterdam and 1 for Roermond. On the same day, in Würzburg, two Franciscan priests will be ordained. On 21 June, one priest will be ordained for Utrecht.

Lastly, on the 22nd, 2 new priests will be ordained for Mechelen-Brussels, one transitional deacon for Bruges on the 25th, and a final new priest for Ghent on the 29th

All in all, we’re looking at 41 new priests, 7  transitional deacons and 2 permanent deacons in the dioceses of Germany, the Netherlands and Belgium. The youngest priest is 25-year-old Fr. Johannes van Voorst tot Voorst, to be ordained for the Diocese of Haarlem-Amsterdam; most senior is 63-year-old Fr. Joost Baneke, Archdiocese of Utrecht. The average age is 33 for the priests and 34 for the deacons.

Most new priests and deacons come from the dioceses for which they are ordained, but some have come from abroad. Fr. Alberto Gatto (Berlin) comes from Italy, Fr. Przemyslaw Kostorz (Dresdem-Meiβen) from Poland, Fr. Mario Agius (Haarlem-Amsterdam) from Malta, Fr. Jules Lawson (Hamburg) from Togo, Fr. Jiji Vattapparambil (Münster) from India, and Fr. Alejandro Vergara Herrera  (Roermond) from Chile.

Below an overview of names, dates and the like of the latest influx of men who will administer that most necessary of services to the faithful: the sacrament of the Eucharist.

No return for Bishop Tebartz-van Elst

franz-peter tebartz-van elstReports that the Vatican would make a statement regarding Limburg’s Bishop Franz-Peter Tebartz-van Elst started breaking this morning, to the effect that he will not be returning to his diocese.

Awaiting the official statement, which Domradio has announced to be commenting on at noon, we can only guess at the details. We can, however safely assume that the heart of the decision will be either that Bishop Tebartz-van Elst has indeed mismanaged the funds of the Diocese of Limburg, especially those related to the reconstruction and rebuilding efforts of the diocesan complex, which includes his own apartment (and it is likely that his lies under oath about his traveling to India will also play a part in it), or that the atmosphere in Limburg and Germany as a whole is such that his return is unwise. With the amount of hostility against his person, warranted or not, his work as ordinary of a diocese would have been almost impossibly difficult.

There are also reports that the bishop’s mental health has suffered in the past months, which can also be a determining factor in this decision.

If Bishop Tebartz-van Elst will indeed not return, the Diocese of Limburg is the sixth diocese in Germany to fall vacant.

This is the text of the decision as released by the Holy See today, in my translation:

Regarding the administration of the Diocese of Limburg, in Germany, the Congregation for Bishops has studied in detail the report of the Commission, that was established according to the desires of the bishop and the cathedral chapter, to investigate in detail the responsibilities regarding the construction of the Diocesan Centre “St. Nicholas”.

Given that a situation exists in the Diocese of Limburg which prevents the fruitful exercise of the episcopal office by Monsignor Franz-Peter Tebartz-van Elst, the Holy See has accepted the resignation as offered by the bishop on 20 october 2013 and has appointed an Apostolic Administrator in the person of Monsignor Manfred Grothe.

The outgoing bishop, Msgr. Tebartz-van Elst, will be given other duties in due time.

The Holy Father asks the clergy and the faithful of the Diocese of Limburg to accept the decision of the Holy See willingly, and strive for a return to a climate of compassion and reconciliation.

The full report of the German bishops on this matter is set for publication at 3:30 this afternoon.

Wolfgang Rösch, the vicar general appointed as Bishop Tebartz-van Elst began his leave of absence, is Bishop Manfred Grothe (pictured). He is the senior auxiliary bishop of the Archdiocese of Paderborn, which borders Limburg to the north. He led the bishops’ investigation into the whole affair.

Paderborn’s Archbishop Hans-Josef Becker sees the appointment of Bishop Grothe as a “great sign of confidence” from Pope Francis. He said, “I am certain that Auxiliary Bishop Grothe will be a good companion for the Church of Limburg on the road they start today. His decades-long experience, his great knowledge and above his factual nature, which is yet directed towards the people, make him ideal for the task before him.”

It is interesting to note that the Holy See does not expound much on the reasons for accepting Bishop Tebartz-van Elst’s resignation. But what it does say is interesting. The communique does refer to the investigation conducted by the German Bishops’ Conference and studied by the Congregation for Bishops, but merely notes that “a situation exists in the Diocese of Limburg which prevents the fruitful exercise of the episcopal office by Monsignor Franz-Peter Tebartz-van Elst”. These are very factual statements. Regardless of whether or not the bishops concluded that Bishop Tebartz-van Elst has made grave mistakes, it is by now virtually impossible to be a diocesan ordinary. This is as much due to the situation created by himself (of which only the lying under oath is proven and admitted, which is serious enough), as to how he has been portrayed in the media. In many cases this portrayal has been objetive and necessary, but in a fair number of cases it has not. The words of support from, for example, Cardinal Lehmann, but also those of Cardinal Müller and Archbishop Gänswein, should therefore not automatically be construed as an error of judgement on their part, but, together with the Holy See statement, as an acknowledgement of the fact that Bishop Tebartz-van Elst’s resignation will not be solely due to what he did or did not do wrong.

The full report from the bishops’ commission, published this afternoon, is a lengthy tome, and while I am able to make a working translation of short German texts, this, I have to be honest, is a whole different animal. Summaries and analyses of what exactly went wrong are therefore better left to others. The fact remains that things went seriously wrong and while the intentions of Bishop Tebartz-van Elst may have been good and honest, the execution of the entire construction project most certainly was not. It is, however, good to remember that he inherited this whole affair to a certain extent, as the initial plans, with a number of inherent financial miscalculations, were drawn up by the cathedral chapter in 2004, a full three years before Bishop Tebartz-van Elst was appointed as ordinary of Limburg. But he did authorise new plans and their execution, and made sure that he was the sole responsible party.

In a very ill-advised move, Bishop Tebartz-van Elst has now issued a statement denying a number of conclusions from the commission’s report, stating that he was, from the very start, dedicated to ensure “quality and sustainability”, especially in the context of unfortunate experiences with other construction projects in the diocese. In my opinion, this is a counterproductive and unwise move. For the Diocese of Limburg and its faithful, and also for its former bishop, a period of trial and uncertainty has ended. As Bishop Manfred Grothe indicated, now is a time to look ahead. Bishop Tebartz-van Elst may consider his intentions to have been righteous and his efforts to have been all he could do, the fact remains that things went wrong, or so the commission concludes. In denying these conclusions, the bishop is not only fighting the commission and his brother bishops, but also the opinion of the world. And that last one is a difficult opponent, which can not be changed or defeated by full-on assault and denial. It only becomes stronger. The bishop had better chosen another approach, of penance and regret, instead of this. Nothing good will come from it.

Hamburg falls vacant as Archbishop Thissen retires

thissen-HA-Hamburg-HamburgIn Hamburg, Archbishop Werner Thissen entered retirement accepted today, making Germany’s largest diocese the fifth to become vacant, after Passau, Erfurt, Freiburg im Breisgau and Cologne. Archbishop Thissen came to Hamburg in 2002 and turned 75 in December.

The Archdiocese of Hamburg in its current form is very young, being restored in 1994 out of territories formerly belonging to the Dioceses of Hildesheim and Osnabrück and the Apostolic Administration of Schwerin, which was completely absorbed by the new circumscription. Hamburg is the only diocese to cover parts of both former West and East Germany. But although it didn’t exist for the major part of the 20th century (from 1930 to 1994), Hamburg does have a long history.

464px-Karte_Erzbistum_HamburgIt was first established in the ninth century from the Diocese of Bremen and was already a metropolitan archdiocese then. It not only included parts of modern Germany, but also most of modern Denmark. In 1972 it was unified with Bremen, becoming the Archdiocese of Hamburg-Bremen, which covered also parts of modern Sweden, Finland and the Baltic states. In the 16th century the Reformation hit, and Hamburg-Bremen was suppressed. Almost a century later the Church in northern Germany reached a new semi-stability as the Apostolic Vicariate of the Nordic Mission, which included roughly the northern half of Germany, parts of modern Poland, the Nordic countries including Iceland. After much of that territory was split off into various new dioceses and administrations, the rump of the Nordic Missions vanished again, becoming part of the Diocese of Osnabrück in 1930. Schwerin, the part of Osnabrück that was in East Germany, became its own administration in 1973. In 1994, the new Archdiocese of Hamburg was restored as outlined in the image above, taking the bishop of Osnabrück, Ludwig Averkamp, with it as its first archbishop.

A short video on the Archdiocesan website serves as a small note of thanks to the retired archbishop, highlighting, among other things, the funeral of Archbishop Averkamp and Archbishop Thissen’s efforts that lead to the beatification of the martyrs of Lübeck, three priests and a Lutheran pastor who were murdered by the Nazi regime.

Archbishop Thissen hails from the Diocese of Münster, having been born in the city of Kleve near the Dutch border. After his ordination in 1966 he was a parish priest, spiritual councillor and subregent of the diocesan seminary. Following his promotion in 1974 he worked in the diocesan offices in the sections for general pastoral care and pastoral care for clergy and employees of the diocese. He became a resident cathedral chapter member of Münster in 1984 and vicar general in 1986. In 1999, Msgr. Thissen was appointed as auxiliary bishop of Münster and titular bishop of Scampa. In 2003 followed his appointment as archbishop of Hamburg.

The process of selecting a new archbishop is not unlike the one I outlined earlier, when discussing how a new archbishop of Cologne is chosen. A diocesan administrator is to be chosen within eight days, and in the meantime the senior auxiliary bishop, Msgr. Norbert Werbs, runs the archdiocese. The cathedral chapter, the nuncio and the bishops of the Province of Hamburg (which also includes Osnabrück and Hildesheim), as well as those of the Provinces of Cologne and Paderborn, the Archdiocese of Berlin and the Dioceses of Erfurt and Görlitz are all to present candidates. The Pope will then draft a list of three names from all of these proposals, from which the cathedral chapter is to choose a new archbishop. The expectation is that this entire process can take as long as a year.

“The strenght of our hope” – 25 years of Cardinal Meisner come to an end

Stefan_Hesse1_jpg_763125014He led a diocese for less than four hours, but Bishop Manfred Melzer probably won’t lose any sleep over it. It is simply standard procedure in Cologne: as the archbishop retires, leadership of the archdiocese falls automatically to the most senior auxiliary bishop. Until, that is, the cathedral chapter has picked a diocesan administrator, and they didn’t take very long to do that. Vicar General Msgr. Stefan Heβe (pronounced “Hesse”) (pictured at right) runs the ongoing affairs of the archdiocese until Pope Francis confirms the election of a successor to Cardinal Joachim Meisner, who retired today after 25 years, two months and a few days at the head of one of Germany’s oldest sees.

In 1988, Cardinal Meisner came to Cologne from Berlin, 14 months after the death of Cardinal Joseph Höffner. Today he becomes the first archbishop of Cologne in almost 129 years to retire, and he does so at the almost unprecedented age of 80. Cologne now joins three other German dioceses – Erfurt, Passau and Freiburg in Breisgau – which are also still awaiting a new bishop, in the case of the former two since October of 2012.

Cardinal Meisner leaves Cologne in the hands of diocesan administrator Msgr. Heβe, and Auxiliary Bishops Melzer, Dominik Schwaderlapp and Ansgar Puff. The diocesan administrator now had the duty to collect an expansive report on the state of the archdiocese and send that to the Papal Nuncio, Archbishop Nikola Eterovic. In the meantime, the see of Cologne is Sede vacante nihil innovetur, in other words, while there is no new bishop, no changes may be made. In other respects, Msgr. Heβe has the same rights and duties as a diocesan bishop.

The Archdiocese of Cologne, or Köln as it is properly called, is the second oldest in Germany (only Trier is older), dating back to the year 200, and once dominated the western part of modern Germany as well as major parts of the Low Countries. The Dioceses of Roermond (Netherlands), Magdeburg, Aachen and Essen (Germany) and parts of Liège (Belgium) were at one time or another all part of Cologne.

The archbishops of Cologne were powerful men, in that rather German way that they were both spiritual and worldly leaders, being electors of the Holy Roman Empire. Today, while not the primatial see of Germany, Cologne remains important, being the largest diocese in number of faithful (some 2 million) and covering a significant part of the Industrial Ruhr area and including the major cities of Cologne, Bonn (former capital city of West Germany) and Düsseldorf. Cologne has produced 10 cardinals and 7 ordinaries who were declared saints.

meisner posterJoachim Meisner was born on Christmas Day 1933, in what is now Wroclaw in Poland, but at the time the city of Breslau in Germany, which was rapidly falling into the clutches of the Nazis. Having lived through the war as a child and young teenager, Joachim Meisner ultimately became a priest of the Diocese of Fulda in 1962, days before his 29th birthday. In 1975, he was appointed as Auxiliary Bishop of the Apostolic Administration of Erfurt-Meiningen, which has been established only two years before (tensions between communist East Germany and the Holy See meant that the former had almost no full-fledged dioceses). Bishop Meisner was also given the titular see of Vina. In 1980, he became the bishop of Berlin, which, because of the aforementioned tensions, was not yet an archdiocese. Bishop Meisner stayed there for eight years, being created a cardinal in 1983, before being called to Cologne in 1980 (a poster welcoming his arrival is pictured at left).

Coinciding with his retirement, Cardinal Meisner published his final Lenten letter, which is also a  farewell to his archdiocese and the faithful for whom he was pastorally responsible. He concludes the letter as follows:

Dear Sisters, dear Brothers,

I was allowed to serve you as Archbishop of Cologne for a quarter of a century. I have always wanted to testify to the peace of God and bring this across to you, since it is the strength of our hope. I thank you once again from my heart for all the strength which I found in that and beg you all very much for your forgiveness when my service were not a source of strength, but perhaps a source of irritation. The Lord will complete everything which was only fragmentary in my service. I will remain – God willing – among you until the hour of my death and will now have more time to pray for you all, and bring all your concerns and hopes to the heart of God.

The all-powerful God bless you all, the Father and the Son and the Holy Spirit!”

Nikola-EterovicAnd now? The Archdiocese of Cologne has already started the process of selecting a new archbishop by appointing a diocesan administrator. Possible candidates will now be chosen by several entities, all according to the Concordat that the Holy See signed in 1929 with Prussia, the state of which Cologne was then a part. Among these entities are Archbishop Eterovic (pictured) as the Papal Nuncio; the bishops of the other dioceses which were part of Prussia: Aachen, Berlin, Erfurt, Essen, Fulda, Görlitz, Hamburg, Hildesheim, Limburg, Magdeburg, Münster, Osnabrück, Paderborn and Trier; and the cathedral chapter of Cologne.

The Nuncio will then collect all proposed candidates and will create a list of three candidates which he considers the best choices. This so-called terna will be added to the other proposals and sent to Rome, where the Congregation for Bishops will draft its own terna based on the information provided. The list will then go to the Pope, who will either confirm it, or make some changes of his own. Then, the list goes back to the cathedral chapter of Cologne.

The cathedral chapter will elect the new archbishop from final terna. Voting continues until one candidate has an absolute majority of votes (at least 8 out of 15). After three voting rounds, only the two candidates who got the most votes continue. If all candidates have five votes after the second round, only the two oldest candidates continue on. For the fourth round of voting a simple majority is sufficient. Do both candidates still have the same amount of votes, the oldest candidate is elected.

After a new archbishop is elected, the governments of the States of Nordrhein-Westfalen and Rheinland-Pfalz can voice political concerns against the elected. The Nuncio must seek and obtain the permission of the elected for this. Once the governments agree, the Pope officially appoints the new archbishop.
