In Utrecht, a statue for a Pope

Pope Adrian VIAlmost 500 years after his death, the only Dutch Pope will be getting a statue in his native city of Utrecht. Out of an initial sixty, three sculptors will be invited to make a design that will eventually be turned into a full scale statue. As a possible location the Pausdam in the old centre of the city is being considered, although the sculptor will have a say in that.

Pope Adrian VI was Pope for less than two years, in 1522 and 1523. Although he was born in Utrecht, there is some debate about whether he can be considered a Dutchman. The city was the heart of the Prince-Bishopric of Utrecht, part of the Burgundian Netherlands in the Holy Roman Empire. There was no sovereign Dutch state to speak of at the time, so Adrian VI can also be considered a German Pope. Whatever his nationality, he was the last non-Italian Pope until Pope St. John Paul II.

Before becoming Pope. Adriaan Florensz, as his birth name was, worked his way up in the world. Vice-chancellor of Louvain University, personal advisor to the governess of the Habsburg Netherlands, tutor to the future Emperor Charles V. Heading to Spain in 1515, he was made Bishop of Tortosa  and Inquisitor General of Aragon in 1516. He was created a cardinal in 1517. During Emperor Charles’ minority, Cardinal Adriaan was co-regent of Spain, and regent when the adult Charles was in the Netherlands in 1520.

In 1522, Adriaan was elected to the papacy as a compromise to break the deadlock between Spanish and French candidates. The new Pope arrived in Rome in August of 1522, more than seven months after his election. Wanting to be a peacemaker  to unity the European princes against the Turks, Pope Adrian VI is perhaps most notable today for seeing the need to reform the Curia, which he privately considered part of the reason for the Protestant revolt. He died in September 1523 and is buried in the Santa Maria dell’Anima church in Rome.

paushuizeIn Utrecht there are few reminders of Pope Adrian, but most visible is the house he had built there for his retirement when he was still a cardinal. Of course, he never lived there because of his election to the papacy. The house is used today as a presentation space for the King’s  Commissioner and the provincial government. In 1985, Pope St. John Paul II visited the house.

A statue commemorating the only pontiff to hail from what would one day become the Netherlands would certainly be a fitting addition to the city where he was born. A further valuable addition would be a renewed recognition of the role Pope Adrian VI played in Europe and in the Church.

“The strenght of our hope” – 25 years of Cardinal Meisner come to an end

Stefan_Hesse1_jpg_763125014He led a diocese for less than four hours, but Bishop Manfred Melzer probably won’t lose any sleep over it. It is simply standard procedure in Cologne: as the archbishop retires, leadership of the archdiocese falls automatically to the most senior auxiliary bishop. Until, that is, the cathedral chapter has picked a diocesan administrator, and they didn’t take very long to do that. Vicar General Msgr. Stefan Heβe (pronounced “Hesse”) (pictured at right) runs the ongoing affairs of the archdiocese until Pope Francis confirms the election of a successor to Cardinal Joachim Meisner, who retired today after 25 years, two months and a few days at the head of one of Germany’s oldest sees.

In 1988, Cardinal Meisner came to Cologne from Berlin, 14 months after the death of Cardinal Joseph Höffner. Today he becomes the first archbishop of Cologne in almost 129 years to retire, and he does so at the almost unprecedented age of 80. Cologne now joins three other German dioceses – Erfurt, Passau and Freiburg in Breisgau – which are also still awaiting a new bishop, in the case of the former two since October of 2012.

Cardinal Meisner leaves Cologne in the hands of diocesan administrator Msgr. Heβe, and Auxiliary Bishops Melzer, Dominik Schwaderlapp and Ansgar Puff. The diocesan administrator now had the duty to collect an expansive report on the state of the archdiocese and send that to the Papal Nuncio, Archbishop Nikola Eterovic. In the meantime, the see of Cologne is Sede vacante nihil innovetur, in other words, while there is no new bishop, no changes may be made. In other respects, Msgr. Heβe has the same rights and duties as a diocesan bishop.

The Archdiocese of Cologne, or Köln as it is properly called, is the second oldest in Germany (only Trier is older), dating back to the year 200, and once dominated the western part of modern Germany as well as major parts of the Low Countries. The Dioceses of Roermond (Netherlands), Magdeburg, Aachen and Essen (Germany) and parts of Liège (Belgium) were at one time or another all part of Cologne.

The archbishops of Cologne were powerful men, in that rather German way that they were both spiritual and worldly leaders, being electors of the Holy Roman Empire. Today, while not the primatial see of Germany, Cologne remains important, being the largest diocese in number of faithful (some 2 million) and covering a significant part of the Industrial Ruhr area and including the major cities of Cologne, Bonn (former capital city of West Germany) and Düsseldorf. Cologne has produced 10 cardinals and 7 ordinaries who were declared saints.

meisner posterJoachim Meisner was born on Christmas Day 1933, in what is now Wroclaw in Poland, but at the time the city of Breslau in Germany, which was rapidly falling into the clutches of the Nazis. Having lived through the war as a child and young teenager, Joachim Meisner ultimately became a priest of the Diocese of Fulda in 1962, days before his 29th birthday. In 1975, he was appointed as Auxiliary Bishop of the Apostolic Administration of Erfurt-Meiningen, which has been established only two years before (tensions between communist East Germany and the Holy See meant that the former had almost no full-fledged dioceses). Bishop Meisner was also given the titular see of Vina. In 1980, he became the bishop of Berlin, which, because of the aforementioned tensions, was not yet an archdiocese. Bishop Meisner stayed there for eight years, being created a cardinal in 1983, before being called to Cologne in 1980 (a poster welcoming his arrival is pictured at left).

Coinciding with his retirement, Cardinal Meisner published his final Lenten letter, which is also a  farewell to his archdiocese and the faithful for whom he was pastorally responsible. He concludes the letter as follows:

Dear Sisters, dear Brothers,

I was allowed to serve you as Archbishop of Cologne for a quarter of a century. I have always wanted to testify to the peace of God and bring this across to you, since it is the strength of our hope. I thank you once again from my heart for all the strength which I found in that and beg you all very much for your forgiveness when my service were not a source of strength, but perhaps a source of irritation. The Lord will complete everything which was only fragmentary in my service. I will remain – God willing – among you until the hour of my death and will now have more time to pray for you all, and bring all your concerns and hopes to the heart of God.

The all-powerful God bless you all, the Father and the Son and the Holy Spirit!”

Nikola-EterovicAnd now? The Archdiocese of Cologne has already started the process of selecting a new archbishop by appointing a diocesan administrator. Possible candidates will now be chosen by several entities, all according to the Concordat that the Holy See signed in 1929 with Prussia, the state of which Cologne was then a part. Among these entities are Archbishop Eterovic (pictured) as the Papal Nuncio; the bishops of the other dioceses which were part of Prussia: Aachen, Berlin, Erfurt, Essen, Fulda, Görlitz, Hamburg, Hildesheim, Limburg, Magdeburg, Münster, Osnabrück, Paderborn and Trier; and the cathedral chapter of Cologne.

The Nuncio will then collect all proposed candidates and will create a list of three candidates which he considers the best choices. This so-called terna will be added to the other proposals and sent to Rome, where the Congregation for Bishops will draft its own terna based on the information provided. The list will then go to the Pope, who will either confirm it, or make some changes of his own. Then, the list goes back to the cathedral chapter of Cologne.

The cathedral chapter will elect the new archbishop from final terna. Voting continues until one candidate has an absolute majority of votes (at least 8 out of 15). After three voting rounds, only the two candidates who got the most votes continue. If all candidates have five votes after the second round, only the two oldest candidates continue on. For the fourth round of voting a simple majority is sufficient. Do both candidates still have the same amount of votes, the oldest candidate is elected.

After a new archbishop is elected, the governments of the States of Nordrhein-Westfalen and Rheinland-Pfalz can voice political concerns against the elected. The Nuncio must seek and obtain the permission of the elected for this. Once the governments agree, the Pope officially appoints the new archbishop.

The other bishops

“The main point we must consider is that a bishop isn’t just a bishop on his own. He is a bishop of a Church and that Church must be somewhere.  In ancient times there were very many more dioceses, which were effectively swept away either by invasion of Muslims or the erosion of demographics, etc.  In more modern times, in the “propaganda” countries, Sees were sometimes established, but the town lost importance for one reason or another and it became impractical to maintain the see there.”

Words from Father Z in this blog post, in which he answers a question about titular dioceses and the rights that bishops may or may not have in them. It prompted me to take a look at the titular sees in my neck of the woods, continental north western Europe. In nine countries (Belgium, Denmark, Finland, Germany, Iceland, Luxembourg, the Netherlands, Norway and Sweden), it turns out, there are only seven of those. Compared to southern Europe, north Africa and the Middle East, that is very few indeed, but it does allow for an easy overview of which titular sees they are and who is appointed to them. In other words, who are the other bishops in these countries*?

Let’s take an alphabetical look.

Bishop Budzik

We start way up north, in Iceland, with the titular see of Hólar. Currently all of Iceland is part of the Diocese of Reykjavík, but in the twelfth century there were two others, once of which was Hólar. It was suppressed in 1550, after which the island fell under various ecclesiastical jurisdictions. The village of Hólar lies on Iceland’s northern coast and nowadays is home to  some 100 people. In the past it was the heart of Iceland’s Catholicism and a major centre of learning. Today, it is the titular see of Bishop Stanisław Budzik, auxiliary bishop of the Polish diocese of Tarnów.

Next is one of the two titular sees located in Belgium. Ieper (in Dutch) or Ypres (in French) was one of the dioceses established in answer to the Reformation in the Low Countries. Unlike the dioceses further north, it existed for a fair amount of time. It wasn’t until 1801, when it was suppressed to become part of the Diocese of Gent. The establishment of the diocese reflected its importance as a commercial trading city and also its origins as a French enclave in the Holy Roman Empire. Its current titular bishop is one of the three new auxiliary bishops of the Archdiocese of Mechelen-Brussels, Msgr. Jean Kockerols.

Not far from there lies the third see on our list, and the only Dutch titular see: Maastricht. It can trace its origins to the first arrival of Christianity in the Netherlands. It was created in 530 from the Diocese of Tongeren and Maastricht and survived for almost two centuries. In 720 it was incorporated into the powerful Diocese of Liège, an indication that the centre of Catholic gravity in that area had moved south. Bishop Marco Pérez Caicedo is the titular bishop of Maastricht. In daily life he is one of the auxiliary bishops of the Archdiocese of Guayaquil in Ecuador.

From Maastricht we go back to Scandinavia, to Norway where, in 1070, a Diocese of Selja was established. Also know as Selia, the titular see is based on a tiny island near the city of Bergen and is the predecessor of the Diocese of Bergen. In fact, it was named so only 10 years after its establishment, and survived until the Reformation. It was suppressed in 1537. The current titular bishop is Auxiliary Bishop Pero Sudar of Vrhbosna in Bosnia and Hercegovina.

Then back to Belgium it is, to the ancient titular see of Tongeren or Tongres. This is the oldest diocese in the Low Countries, established in 344 from Cologne. From here, the Diocese of Maastricht was established in 530, the same year that saw the end of Tongeren as a diocese. Later, it was one of the seeds for the powerful prince-bishopric of Liège. Like Belgium’s other titular see, a Belgian bishop holds it. He is Msgr. Pierre Warin, auxiliary of the nearby Diocese of Namur.

That leaves only two titular dioceses on our list, and both are currently vacant. The first is Chiemsee in Germany, that country’s only titular see. It’s been vacant for a long time: it’s last titular bishop was Bishop Sigmund Christoph, Count of Waldburg-Zeil-Trauchburg. His tenure ended in 1808.

The last diocese on our last takes us back to our starting point, Iceland. When Hólar was an important centre in the north, its equivalent in the south was the Diocese of Skálholt. It’s history is very similar to that of Hólar, although it is a few years older. It is vacant, but it hasn’t been for as long as Chiemsee. It’s last titular bishop died in 2008, and he was Dutch: Bishop Alphons Castermans, auxiliary of Roermond.
