Topping up – new cardinals announced for October

Pope Francis yesterday surprisingly announced that he will create 13 new cardinals on 5 October. Surprisingly, because the numbers do not really suggest the ned for a consistory at this time. There are currently 118 electors, cardinals who are active in the Roman Curia and who can vote in a conclave to elect a new Pope, with only 8 aging out between now and the end of 2020. It is clear, however, that Pope Francis prefers having too many rather than too few cardinals, and so habitually ignores the rule that there can only be a maximum of 120 electors (he’s not the only Pope to have done so, however: Pope St. John Paul II once expanded their number to a massive 135).

And, as ever, he also aims for a representative College of Cardinals. In this round, he selects prelates from Luxembourg and Morocco, countries which have never had a cardinal before, but also more traditional cardinalatial sees such as Bologna, Havana and Kinshasa.

And again we see the fallout of recent papal visits abroad. Hence cardinals from Lithuania (visited in September of 2018) and Morocco (March 2019).

After 5 October, there will be 215 cardinals, with 128 electors. Two days later, the latter number will drop again, as Cardinal-designate Ambongo Besungu’s predecessor in Kinshasa, Cardinal Laurent Monsengwo Pasinya, reaches the age of 80.

Of these, cardinals-designate Fitzgerald, Tamkevicius and Dal Corso, being 80 or older, are ineligible to participate in a conclave. Their selection must therefore be seen as a recognition for their work for the Church and the people in their pastoral care.

Cardinal-designate Czerny is also the first elector who is not yet a bishop upon his selection. Priests who are not (yet) bishops can be made cardinals, but this usually only happens for non-electors. As a Jesuit, Msgr. Czerny will probably request dispensation to not be ordained as a bishop before his creation as cardinal. This is par of the course for Jesuits who are not yet made bishops for other reasons (such as Pope Francis, who was ordained a bishop in 1992 to serve as auxiliary bishop of Buenos Aires).

Cardinal Tauran, interreligious dialogue chief and the man who presented Francis to the world, dies

His body may not have cooperated always, but it never stopped Jean-Louis Tauran from working ceaselessly, travelling the world in the name of cooperation and goodwill between the world’s religions. The 75-year-old prelate, who earlier this month became the highest ranking Catholic cardinal to meet with the Saudi king on his home turf, raising hopes that the Arab kingdom would become more open to other faiths in the future, died unexpectedly last night. He had recently been undergoing treatment for Parkinson’s disease in the United States.

To the world, Cardinal Tauran became best known in 2013 when he announced, With a shaky voice due to his condition, the election of Pope Francis from the balcony of St. Peter’s.

A priest of the French Archdiocese of Bordeaux, Cardinal Tauran entered the diplomatic service of the Holy See in 1975, working in the Dominican Republic, Haiti, Lebanon and Syria. He was called to Rome in 1989 as undersecretary for Relations with States in the Secretariat of State, being promoted to full secretary in 1990. In 2003 he was one of St. John Paul II’s last 30 cardinals to be created, and at the same time he was appointed as librarian and archivist. Since 2007 until his death he held the offices which characterised his final years: president of the Pontifical Council for Interreligious Dialogue and prefect of the Commission for Religious Relations with Muslims. In 2011, Cardinal Tauran became the senior cardinal-deacon, which bestowed upon him the duty of announcing the name of a newly-elected pontiff, which he did in 2013. In 2014 he was elevated to the rank of cardinal-priests and in the same year Pope Francis chose him as his camerlengo, the prelate to manage the affairs of the Holy See upon the death of the pope. Cardinal Tauran was the Cardinal-Priest of Sant’Apollinare alle Terme Nerionane-Alessandrine.

Although Cardinal Tauran reached the mandatory retirement age of 75 in April, there was no sign of it being accepted anytime soon. The new head of the Pontifical Council for Interreligious Dialogue needs to be an experienced diplomat, able to walk the tightrope between different systems of belief and morality without losing sight of his own roots. Whoever his successor will turn out to be, he will have large shoes to fill.

In the meantime, those who met him mourn a humble man of dialogue and truth and a tireless servant of the Gospel.

For when the Pope is gone… Two new chamberlains

 

belarusYesterday Pope Francis made two appointments which are largely dormant at the moment, but which are nonetheless interesting and a reflection of the Pope’s confidence in the men concerned. The Chamberlain and the Vice-Chamberlain of the Holy Roman Church have great responsibility when a Pope dies or retires, as they make sure the daily affairs of the Holy See, as well as the preparations for the conclave, the papal funeral (if there is one) and the protection of the personal and professional assets of the deceased or retired pontiff, occur as needed.

The Apostolic Constitution Pastor Bonus, published in 1998 by Pope St. John Paul II, describes the duties of the chamberlain as follows:

“When the Apostolic See falls vacant, it is the right and the duty of the cardinal camerlengo of the Holy Roman Church, personally or through his delegate, to request reports from all the administrations dependent on the Holy See on their patrimonial and economic status as well as information on any extraordinary business that may at that time be under way, and, from the Prefecture for the Economic Affairs of the Holy See he shall request a financial statement on income and expenditures of the previous year and the budgetary estimates for the following year. He is obliged to submit these reports and estimates to the College of Cardinals (Art. 171, § 2).”

Until yesterday these positions were held by Cardinal Tarcisio Bertone, the retired secretary of state, and Archbishop Pier Luigi Celata, retired secretary of the Pontifical Council for Interreligious Dialogue. Both performed their duties between the resignation of Pope Benedict XVI and the election of Pope Francis.

The choice of the chamberlains involves not only the suitability of the persons involved, but also the personal confidence the Pope has in time. After all, they take over from him once he dies or retires, and are therefore tasked with protecting their heritage as heads of state and spiritual leaders until a new Pope takes over.

Cardinal Tauran (above, at right) remains the President of the Pontifical Council for Interreligious Dialogue, and is also a member of two commissions overseeing the Vatican Bank. Aged 71, he may be expected to continue as such until his 75th, while the office of chamberlain will possibly be his until his 80th birthday.

Archbishop Gloder (above, at left) was appointed as President of the Pontifical Ecclesiastical Academy, the diplomacy school of the Holy See, in September of 2013, when he was also made a bishop. Before that he worked in the Secretary of State as Head of office for special affairs.

Moving up – 6 Cardinal Deacons advance

In yesterday’s ordinary consistory, Pope Francis announced the ‘promotion’ of six cardinals. They were all cardinal deacons, created in Pope St. John Paul II’s last consistory on 21 October 2003. As that is ten years and a few months ago, these cardinals were up for a potential promotion from cardinal deacons to cardinal priests. Such a promotion has little effect on their day to day activities and duties, in part because four of the six are already retired, but mainly because it is largely ceremonial. They move up in precedence among their brother cardinals: as deacons they ranked under the cardinal priests, but they now move up according to the date the were created cardinals and the order in which they appeared on the list announcing the consistory.

And one cardinal loses a duty which put him in the world’s spotlight back in March of last year…

Cardinals Jean-Louis Tauran, Francesco Marchisano, Julián Herranz Casado, Javier Lozano Barragán, Attilio Nicora and Georges Cottier were just six of an impressive 30 cardinals that St. John Paul II created in what would be his final consistory. With Cardinal Renato Martino, who for some reason is not ‘promoted’, they were the most senior cardinal deacons in the College of Cardinals. With their appointments as cardinal priests, they come before such famous prelates as Cardinals Scola, Turkson, Pell and Ouellet, and also all cardinals created by Popes Benedict XVI and Francis (except for the cardinal-bishops and the eastern patriarchs made cardinals by the Pope emeritus).

The new cardinal priests keep their title churches, with the exception of Cardinal Lozano Barragán, who was cardinal deacon of San Michele Arcangelo, but is now cardinal priest of Santa Dorotea, a new cardinal title.

The biggest practical change comes with the promotion of Cardinal Tauran, who was the cardinal protodeacon, the most senior cardinal deacon. And as such it was his duty to announce the election and name of a new Pope, as he did in March of last year. The new protodeacon is the aforementioned Cardinal Renato Martino. But since he is 81, he will have no role in the proceedings of a future conclave (which should, admittedly, be still a long way off). Replacing him is Cardinal William Levada, and should we have a new Pope between now and two years, he will be the one announcing his name.

The appointments are also a sign of appreciation for their work done for the Church. Below are a few short overviews of the careers of the six new cardinal-priests:

Jean-Louis Pierre Tauran is 71, and was born in Bordeaux, France. From 1969 to 1990 he was a priest of the Archdiocese of Bordeaux (-Bazas), after which he was appointed as secretary in the department of the Secretariat of State that deals with the relations with other nations. From 2003 to 2007 he worked as archivist of the Vatican Secret Archives and librarian of the Vatican Library. In 2007 he took up his current office: President of the Pontifical Council for Interreligious Dialogue, in which he is responsible for the ecumenical outreach of the Church.

Francesco Marchisano is 84 and hails from Italy. A priest of the Archdiocese of Turin since 1952, he became Secretary of the Pontifical Commission of Preserving the Church’s Patrimony of Art and History in 1988, and he remained so until 2003. During that time he also had several other tasks: he was President of the Pontifical Commission for Sacred Archeology from 1991 to 2004; President of the Pontifical Commission for the Cultural Heritage of the Church from 1993 to 2003; President of the Fabric of St. Peter from 2002 to 2004; and Archpriest of St. Peter’s Basilica from 202 to 2006. His final office before retirement was as President of the Labour Office of the Apostolic See from 2005 to 2009. Cardinal Marchisano retired at the age of 80.

Julián Herranz Casado is also 84 and comes from Spain. He was ordained a priest from Opus Dei in 1955 and was appointed as Secretary of the Pontifical Council for the Interpretation of Legislative Texts in 1983. In 1994 he was appointed as the President of that same Council, a position he held until his retirement in 2007. Cardinal Herranz was also one of the cardinals entrusted by Pope Benedict XVI with the investigation into the VatiLeaks scandal.

Javier Lozano Barragán, from Mexico, is 81, and was ordained a priest in 1955. From 1979 to 1985 he was auxiliary bishop of Mexico and later the bishop of Zacatecas until 1996. In 1997 he came to Rome to become President of the Pontifical Council for Pastoral Assistance to Health Care Workers, a position he held until retiring in 2009.

Attilio Nicora, 77, comes from the Archdiocese of Milan, where he was a priest from 1964 to 1977. He became auxiliary bishop of Milan until resigning 1987. In 1994 he took on a new task, as Bishop of Verona, where he stayed until 2002. In that year he became President of the Administration of the Patrimony of the Apostolic See until retiring in 2011. In recent years he headed the Financial Information Authority of the Holy See.

Georges Marie Martin Cottier, lastly, is 92 and hails from Switzerland. He joined the Dominican Order in 1946 and was ordained in 1951. A distinguished professor and theologian, he was secretary of the International Theological Commission and has also been Theologian of the Papal Household.

Francis continues Curia confirmations

More than a year after the start of his pontificate, Pope Francis is still slowly confirming the heads of Curia departments in their offices. When Pope Benedict XVI resigned, they also did and it was up to the new Pope to either confirm them again or select others to take over their duties. Usually, confirmation is a matter of days after a new Pope is installed, but Francis took his time.

ravasiToday he confirmed the staff of three departments: the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life (Cardinal João Bráz de Aviz as Prefect), the Pontifical Council for Interreligious Dialogue (Cardinal Jean-Louis Tauran as President and Father Miguel Ángel Ayuso Guixot as Secretary) and the Pontifical Council for Culture (Cardinal Gianfranco Ravasi (pictured above) as President, Bishop Carlos Alberto de Pinho Moreira Azevedo as Delegate and Bishop Barthélemy Adoukonou as Secretary). Interestingly enough is that these are not all officials of these departments. None of the undersecretaries – Father Sebastiano Paciolla and Sister Nicoletta Spezzati of the Congregation for Consecrated Life, Msgr. Indunil Kodithuwakku Kankanamalage of Interreligious Dialogue and Msgr. Melchor Sánchez de Toca y Alameda of Culture – are mentioned. Perhaps this is intentional and an indication of Pope Francis’ efforts to slim down the Curia.

van looyThe Holy Father also appointed a whole raft of new members of these departments – cardinals, bishops, priests, but also religious superiors and lay persons. Among the new members of the Congregation for Consecrated Life are Bishops Lucas Van Looy (right) and Gregor Maria Hanke of Eichstätt. Bishop van Looy (72) is a Salesian of Don Bosco and bishop of Ghent since 2003, while Bishop Hanke (59) is a member of the Order of Saint Benedict and became bishop of Eichstätt in 2006. Bishop Franz-Josef Overbeck of Essen, lastly, was appointed as a member of the Pontifical Council for Culture.

Ad limina Wednesday: general audience, Interreligious Dialogue and St. Paul

hurkmans audienceOn Wednesday, the traditional day of the general audience in St. Peter’s Square, all bishops continued with meetings. All, except for Bishop Antoon Hurkmans (pictured at right, seated at centre and discoursing with an unidentified bishop), who attended the audience and once again met the Pope, this time to give him an icon on behalf of the Dutch faithful. The meeting may be briefly seen here, at the 55:30 mark, the very end of the general audience. Afterwards, Pope Francis blessed and venerated the icon of the Year of Faith, that Bishop Hurkmans had also brought and which he will bring with him back home. It will subsequently go on a  tour to various parishes.

The other bishops, in the mean time, were received at the Pontifical Council for Pastoral Care to Health Care Workers, the Congregation for the Oriental Churches, the Pontifical Council for the New Evangelisation and the Pontifical Council for Interreligious Dialogue. Bishop Jan Hendriks, part of the group visiting the latter two dicasteries, shares some words about the relations with Muslims, that Cardinal Jean-Louis Tauran shared during the meeting at the Interreligious Dialogue office:

“…we need a strong Christian identity, which is open at the same. The three great starting points of the dialogue are:

  1. You must confess your faith clearly, without hiding anything: Jesus is the Son of God.
  2. Accept the other as being different.
  3. Accept that God is at work in every person.

Christians often have too little conviction, and that is problematic for the dialogue; Because of it Muslims often experience society as Godless and resist it. Conversation is often difficult: a meeting is often good and cordial, and afterwards they retreat anyway.”

Bishop Gerard de Korte of Groningen-Leeuwarden also attended that meeting, and in his daily “diary entry” he writes:

“The Roman Catholic considers positively the true, good and beautiful which is found outside the Christian community. She considers, after all, truth, goodness and beauty to be the work of God’s Spirit. Hence the willingness to enter into dialogue with other religions. Which, by the way, does not lead to relativism. Because in addition to every respect for non-Christian religiousness, the Church continues to proclaim Christ as the Way, the Truth and the Life.”

Mass on Wednesday was offered at the grave of Saint Paul, in the Basilica of St. Paul-outside-the-Walls. Bishop Jos Punt of Haarlem-Amsterdam was the main celebrant and also gave the homily. All homilies during the ad limina are available at this page of the Church province’s website, but since Bishop Punt usually speaks from memory (as shown in the photo below), his text is not yet available. It is said he spoke about the topic of mission.

Cardinal watch: Cardinal Arinze turns 80

One-time papabile, youngest surviving Council father and one of Africa’s most famous and well-liked prelates, Francis Cardinal Arinze reached his 80th birthday on 1 November. With this, the number of cardinal electors drops to 115 out of 205 members.

Born in an agrarian town in the Nigerian state of Anambra, located in the Niger delta, Francis Arinze converted from African traditional religion at the age of nine. His family later followed suit. At the age of 15, young Francis entered the seminary in nearby Onitsha, from which he graduated with a degree in philosophy in 1950. He stayed on as a teacher at the seminary until 1953. Two years later, he continued his studies at the Pontifical Urbaniana University in Rome. From here, he graduated summa cum laude with a doctorate in sacred theology. Francis Arinze was ordained to the priesthood in 1958, at the chapel of the university.

Father Arinze spent the first years of his priesthood in Rome, earning a master’s degree in theology in 1959, followed a year later by a doctorate. He then went back to Nigeria, to teach at seminary, after which he was appointed as regional secretary for Catholic education in the eastern part of the country. Following that position, he studied at the Institute of Education in London. He graduated from there in 1964.

In 1965 Fr. Arinze became the world’s youngest bishop, when he was appointed as coadjutor archbishop of his native Archdiocese of Onitsha. As such, he also became the youngest Council father of the Second Vatican Council, when he attended its final session. He succeeded Archbishop Charles Heerey upon the latter’s death in 1967. Archbishop Arinze was the first native archbishop of Onitsha.

The start of his episcopate was marked by the outbreak of the three-year Biafra War, with the Archdiocese of Onitsha located completely within the breakaway republic of Biafra. The fighting forced the archbishop to flee from Onitsha, only to return in 1970. During his forced exile, Archbishop Arinze worked for the relief of refugees, as well as his priests and faithful who could not flee. The war’s aftermath was also a challenge, as the region was devastated and deeply impoverished, and the Nigerian government decided to expel all foreign missionaries, leaving only the native clergy, who were still few in number.

In 1979, Archbishop Arinze was appointed as pro-president of the Secretariat for Non-Christians next to his duties as Onitsha’s archbishop. When the secretariat became the Pontifical Council for Inter-Religious Dialogue, he resigned as archbishop of Onitsha.

Two months after his resignation, Pope John Paul II created the archbishop a cardinal in the consistory of 1985. He became the first cardinal-deacon of San Giovanni della Pigna. Two days after the consistory, Cardinal Arinze became the president of the Pontifical Council for Inter-Religious Dialogue. He performed several other high-profile tasks in that period, as a member of the Committee for the Great Jubilee of 2000, and before that as chairman of the Synod of Bishop’s special assembly on Africa. In 2002, he was appointed as prefect of the Congregation for Divine Worship and the Discipline of the Sacraments.

An active catechist, Cardinal Arinze promoted faith education across the world, often travelling far and wide. In this period, the final years of the life of Blessed John Paul II, he was considered by many to be a possible future pope. In the end, he was not elected, although continued to be held in high esteem, evidenced by the fact that Pope Benedict XVI appointed him as Cardinal-Bishop of Velletri-Segni, the titular diocese that the new pope himself had held until his election.

In late 2008, Cardinal Arinze retired as prefect of the Congregation for Divine Worship.

Cardinal Arinze was a member of many Curial departments: The Congregations for the Doctrine of the Faith, Oriental Churches, Causes of the Saints, and Evangelisation of People; the Pontifical Councils for the Laity, Christian Unity, and Culture; the Committee for the International Eucharistic Congresses; and the Ordinary Council of the General Secretariat of the Synod of Bishops.

Synod of Bishops – Day Three

Trying to stay up to speed with the news is a task and a half, especially if it needs to be done in any free time available. Hence the relative silence yesterday and the double coverage of the Synod of Bishops today.

On to Day 3 then, which coincided with Wednesday. In the morning the Synod fathers split of in the several working groups, which are divided by language group. First on their agenda was the election of moderators and relators, or presiding prelates and communication officers, a list which was presented at the start of the afternoon session. The list of groups, with their moderators and relators is as follows:

In the afternoon, the Synod continued with the interventions of 16 fathers. The first speaker, Cardinal Tauran (pictured at right), said some interesting things about interreligious dialogue, which is, of course, his area of expertise. In that dialogue, he said,

“there is no room for syncretism or relativism! Faced with adepts from other religions with a strong religious identity, it is necessary to present motivated and doctrinally equipped Christians. This makes the new evangelization a priority to form coherent Christians, capable of demonstrating their faith, with simple words and without fear.”

About the situation in Turkey, Bishop Louis Pelâtre, the Vicar Apostolic of Istanbul, had some important words to say about the use of the Internet by the Church, words which are equally valuable for other parts of the world. The bishops said:

“The young generation learns about the faith through the internet. Having practically no access to public radios or televisions, we can however use these private networks used more by the evangelical Protestants than by the Catholics. From this the need for well-prepared and qualified workers for the harvest that awaits us. This specific apostolate cannot be satisfied by good will and improvisation alone.”

The most noted contribution, at least in social media, to this day’s session came from the Anglican Archbishop of Canterbury, Dr. Rowan Williams, pictured at left during his intervention. His theological address focussed on contemplation, and how that needs to be a first step before we present our faithful face to the world:

“To be contemplative as Christ is contemplative is to be open to all the fullness that the Father wishes to pour into our hearts. With our minds made still and ready to receive, with our self-generated fantasies about God and ourselves reduced to silence, we are at last at the point where we may begin to grow. And the face we need to show to our world is the face of a humanity in endless growth towards love, a humanity so delighted and engaged by the glory of what we look towards that we are prepared to embark on a journey without end to find our way more deeply into it, into the heart of the trinitarian life. St Paul speaks (in II Cor 3.18) of how ‘with our unveiled faces reflecting the glory of the Lord’, we are transfigured with a greater and greater radiance. That is the face we seek to show to our fellow-human beings.”

And this, Dr. Williams said, is the goal of that contemplative attitude:

“[I]t is the key to prayer, liturgy, art and ethics, the key to the essence of a renewed humanity that is capable of seeing the world and other subjects in the world with freedom – freedom from self-oriented, acquisitive habits and the distorted understanding that comes from them. To put it boldly, contemplation is the only ultimate answer to the unreal and insane world that our financial systems and our advertising culture and our chaotic and unexamined emotions encourage us to inhabit. To learn contemplative practice is to learn what we need so as to live truthfully and honestly and lovingly. It is a deeply revolutionary matter.”

In that contemplation, we allow ourselves to be transformed by God, to be more and more conformed to His Trinitarian identity. This means that we can’t be bound any longer by our own selfish desires.

“To learn to look to God without regard to my own instant satisfaction, to learn to scrutinise and to relativise the cravings and fantasies that arise in me – this is to allow God to be God, and thus to allow the prayer of Christ, God’s own relation to God, to come alive in me. Invoking the Holy Spirit is a matter of asking the third person of the Trinity to enter my spirit and bring the clarity I need to see where I am in slavery to cravings and fantasies and to give me patience and stillness as God’s light and love penetrate my inner life. Only as this begins to happen will I be delivered from treating the gifts of God as yet another set of things I may acquire to make me happy, or to dominate other people.”

Cardinal watch: Cardinal Shan Kuo-Hsi passes away

After six years battling cancer, Paul Cardinal Shan Kuo-Hsi passed away yesterday. The former archbishop of Kaohsiung’s death leaves 207 members of the College of Cardinals, of whom 119 are electors.

Born in China in December of 1932, Paul Shan Kuo-Hsi entered the Jesuit order, but fled the country when the Communists took over. In 1955 he was ordained to the priesthood in the Philippines, where he worked as director of the Chinese Section of Sacred Heart School in Cebu City. Studying for a doctorate in spiritual theology at Rome’s Gregorian University, Father Shan too a position at the Jesuit novitiate in Thuduc, Vietnam from 1961 to 1963. He went to Taiwan after taking his final vows in 1963, where he was appointment as master of novices and later as rector of a high school. In 1980, he was consecrated and installed as the third bishop of Hwalien, also in Taiwan. During that time, in 1987, he was chosen to chair the Chinese Regional Bishops’ Conference, a position he would until 2006. In th meantime, in 1991, he was elected as bishop of Kaohsiung. He would remain there until his retirement in 2006. In 1998, he became for a while the only Chinese cardinal when Blessed Pope John Paul II appointed him as cardinal-priest of San Crisogono. The cardinal revealed his having lung cancer shortly after his 2006 retirement.

Cardinal Shan was especially committed to interreligious dialogue, perhaps not surprising in a country where less than 5% of the population is Christian. As bishop of Kaohsiung he worked towards formation of the laity and local priests. In the Curia, Cardinal Shan was a member of the Pontifical Council for Social Communications, the Congregation for the Evangelisation of Peoples, the Pontifical Council for Interreligious Dialogue and the Special Council for Asia of the General Secretariat of the Synod of Bishops

Cardinal Shan Kuo-Hsi was 88.

Cardinal watch: Cardinal Rosales turns 80

In the Philippines yesterday, the erstwhile archbishop of one of Catholicism’s global hot spots turned 80. Gaudencio Borbon Cardinal Rosales thus lays down all his duties in the College of Cardinals, and the number of cardinal electors drops to 119.

Born into a physician’s family with political ties in Batangas City in 1932, Gaudencio Rosales expressed his desire to become a priest from a young age. Studying theology at the San José seminary, his ordination to the priesthood came in 1958. He was a priest of the Diocese of Lipa and was assigned to teach at that diocese’s seminary. Later he also became that institution’s rector.

In 1970, there followed Fr. Rosales’ first assignment to a backwater parish. Other priests advised him to leave soon, but Fr. Rosales replied that he would find things to do there. He made contacts with all the faithful of his parish and seemingly made an impression. The bishop, Msgr. Ricardo Vidal, also noticed, and had Fr. Rosales assigned to Batangas City, to the largest parish in the diocese.

In 1974, Fr. Rosales left Lipa, which by then was made an archdiocese, to take up his assignment, as auxiliary bishop of the nation’s capital, Manila. Principal consecrator was the Apostolic Nuncio to the Philippines, Archbishop Bruno Torpigliani, and Archbishop Vidal was one of the co-consecrators. Bishop Rosales was given the titular see of Oescus in modern Bulgaria. As bishop, he was assigned to oversee several major districts of the archdiocese, and in 1980, he was tasked with the job of rector of the ancient San Carlos Seminary.

Two years, later Bishop Rosales appointed as coadjutor bishop of Malaybalay, on the major southern island of Mindanao. In 1984 he succeeded retiring Bishop Francisco Claver.

After eight years, Bishop Rosales had to leave Malaybalay behind him again, no doubt with pain in his heart, although he did return home as archbishop of his native Lipa. Eleven years later, in 2003, he was reassigned for a final time, again to a diocese familiar to him. Archbishop Rosales became the Primate of the Philippines as he took the see of Manila.

In Pope Benedict XVI’s first consistory, Archbishop Rosales was created a cardinal, with Santissimo Nome di Maria in Via Latina as his title church.

In 2007, upon reaching the age of 75, Cardinal Rosales tendered his resignation as archbishop of Manila, but it would take until 2011 before Rome accepted it. Yesterday he turned 80, leaving the Philippines with no cardinal electors. Until the next conclave, that is.

Cardinal Rosales was not silent. He was critical of the government when needed and defended the teachings of the Church, which lead to clashes, especially concerning the participation of drag queens in the national Flores De Mayo festival, and reminding the faithful about the risk of excommunication for anyone participating in or allowing an abortion. On the other side of the spectrum, he also got into a conflict with traditionalist groups when he heavily curtailed the celebration of Mass in the Extraordinary Form. This led to an order from Rome to reconsider his opposition.

Cardinal Rosales was a member of the Pontifical Council for Interreligious Dialogue, the Pontifical Council for Social Communications, and the Council of Cardinals for the Study of Organisational and Economic Affairs of the Holy See.
